Welcome to World Cup of Pokemon Perfect 2020! This year the tournament will be hosted by three of us to ensure a smooth experience. The hosts will be CALLOUS, HSOWA and Christos.
Format-

This is a total of 8 slots and we decided on this format for the following reasons-
1. Having a lower number of slots required for a team (8 as opposed to 9/10/11/12 which were all discussed) enables more teams to be formed. This should let under-represented areas have a better chance to make a competitive squad.
2. We felt like including lower tiers in this tour, or randomly double up on certain tiers but not others, was awkward. The inclusion of LC and lower tiers were discussed. It didn't look or feel right and it also randomly bones certain teams that may have, for example, one proper ADV player (or whatever the double tier may have been) but not two.
3. It is our hope that by offering up a diverse selection of tiers there will be an influx of players to Pokemon Perfect, including several players that do not generally play here, and, hopefully, some of them will continue to play here after the event.
Structure-
The exact structure we'll use depends on the exact number of approved teams we end up with. We are most likely looking at a traditional groups into 1v1 top 8 or top 4 structure. More on this when we know what we're working with.
Team Rules/Eligibility-
-Teams are to contain *exactly 11 players* (8 starters and 3 substitutes).
-Every team must assign one captain and one assistant captain. These players both count as part of the 11 man roster and are, of course, eligible to play any tier just like any other player. Captains and assistant captains will be the only players allowed to submit lineups or make substitutions for their team. Captains and assistant captains are also entirely responsible for the players on their roster and as such if a player on a team is caught ghosting, playing on an alt or breaking any other rule the team captain and assistant captain stand to be punished alongside the rule-breaking player.
-We really want to avoid eligibility games. This is a region specific World Cup event, not a tour where you just play with your friends, and as such we plan to be strict with eligibility. As a general, not set in stone rule of thumb you're probably eligible if-
-You were born in that country/region
-You at any point in your life lived in that country/region for 5 years or more
Specifically, regarding US eligibility, the US will be divided into the following regions-
US Northeast- Connecticut, Maine, Massachusetts, New Hampshire, New Jersey, New York, Rhode Island, Vermont.
US Central/East- Alabama, Arkansas, Delaware, Florida, Georgia, Illinois, Indiana, Iowa, Kentucky, Louisiana, Maryland, Michigan, Minnesota, Mississippi, Missouri, North Carolina, Ohio, Pennsylvania, South Carolina, Tennessee, Virginia, West Virginia, Wisconsin.
US Central/West- Alaska, Arizona, California, Colorado, Hawaii, Idaho, Kansas, Montana, Nebraska, Nevada, New Mexico, North Dakota, Oklahoma, Oregon, South Dakota, Texas, Utah, Washington, Wyoming.
Hosts will accept or reject teams on a case by case basis. Please see the following section, "How to Submit a Roster", for the specifics of this process.
How to Submit a Roster-
After figuring out among yourselves what you'd like your full roster to look like, team captains can post in the roster submissions thread, providing all of the following information. Note that incomplete applications will be instantly rejected and we'll ask you to go back and fill in the missing information.
-The country/region your roster represents
-The Pokemon Perfect names and links to the Smogon accounts of the entire 11 person roster
-The designation of the team captain and assistant captain
Hosts will then review each application on a case by case basis and accept/reject a team. We may have questions about specific players and their eligibility and teams will not be approved until the hosts are satisfied that a team meets all of the outlined eligibility requirements. In suspect or borderline cases, players may be asked to provide (Pokemon-relevant, not real world information) evidence that they are, in fact, eligible to play for the team they're attempting to play for. If we end up with an awkward number of teams that does not lend itself to a reasonable, sustainable tournament structure, teams may, even if they've already been approved, be asked to participate in a play-in to secure their spot in the main event.
To make sure all interested parties have adequate time to talk to players, assemble a roster, prepare a proper submission, etc we are giving you all substantial notice that we will not be accepting roster submissions until Sunday August 23rd. We'll remind you all on that day that roster submissions are open. Roster submissions will be open for one week. Hosts may extend this if there are not enough teams/not enough interest at the end of this period, but it is our hope that because teams were given significant time to get ahead of things one week will suffice.
The Next Step-
Once the roster submission process has closed and we know the final number of teams we're working with, we will determine what tournament structure makes sense with that number of teams and finalize a plan as to how the tour will be run. We will update this section when the time comes.
