Welcome to World Cup of Pokemon Perfect 2020! This year the tournament will be hosted by three of us to ensure a smooth experience. The hosts will be CALLOUS, HSOWA and Christos.

Format-

This is a total of 8 slots and we decided on this format for the following reasons-

1. Having a lower number of slots required for a team (8 as opposed to 9/10/11/12 which were all discussed) enables more teams to be formed. This should let under-represented areas have a better chance to make a competitive squad.

2. We felt like including lower tiers in this tour, or randomly double up on certain tiers but not others, was awkward. The inclusion of LC and lower tiers were discussed. It didn't look or feel right and it also randomly bones certain teams that may have, for example, one proper ADV player (or whatever the double tier may have been) but not two.

3. It is our hope that by offering up a diverse selection of tiers there will be an influx of players to Pokemon Perfect, including several players that do not generally play here, and, hopefully, some of them will continue to play here after the event.

Structure-

The exact structure we'll use depends on the exact number of approved teams we end up with. We are most likely looking at a traditional groups into 1v1 top 8 or top 4 structure. More on this when we know what we're working with.

Team Rules/Eligibility-

-Teams are to contain *exactly 11 players* (8 starters and 3 substitutes).

-Every team must assign one captain and one assistant captain. These players both count as part of the 11 man roster and are, of course, eligible to play any tier just like any other player. Captains and assistant captains will be the only players allowed to submit lineups or make substitutions for their team. Captains and assistant captains are also entirely responsible for the players on their roster and as such if a player on a team is caught ghosting, playing on an alt or breaking any other rule the team captain and assistant captain stand to be punished alongside the rule-breaking player.

-We really want to avoid eligibility games. This is a region specific World Cup event, not a tour where you just play with your friends, and as such we plan to be strict with eligibility. As a general, not set in stone rule of thumb you're probably eligible if-

-You were born in that country/region
-You at any point in your life lived in that country/region for 5 years or more

Specifically, regarding US eligibility, the US will be divided into the following regions-

US Northeast- Connecticut, Maine, Massachusetts, New Hampshire, New Jersey, New York, Rhode Island, Vermont.

US Central/East- Alabama, Arkansas, Delaware, Florida, Georgia, Illinois, Indiana, Iowa, Kentucky, Louisiana, Maryland, Michigan, Minnesota, Mississippi, Missouri, North Carolina, Ohio, Pennsylvania, South Carolina, Tennessee, Virginia, West Virginia, Wisconsin.

US Central/West- Alaska, Arizona, California, Colorado, Hawaii, Idaho, Kansas, Montana, Nebraska, Nevada, New Mexico, North Dakota, Oklahoma, Oregon, South Dakota, Texas, Utah, Washington, Wyoming.

Hosts will accept or reject teams on a case by case basis. Please see the following section, "How to Submit a Roster", for the specifics of this process.

How to Submit a Roster-

After figuring out among yourselves what you'd like your full roster to look like, team captains can post in the roster submissions thread, providing all of the following information. Note that incomplete applications will be instantly rejected and we'll ask you to go back and fill in the missing information.

-The country/region your roster represents

-The Pokemon Perfect names and links to the Smogon accounts of the entire 11 person roster

-The designation of the team captain and assistant captain

Hosts will then review each application on a case by case basis and accept/reject a team. We may have questions about specific players and their eligibility and teams will not be approved until the hosts are satisfied that a team meets all of the outlined eligibility requirements. In suspect or borderline cases, players may be asked to provide (Pokemon-relevant, not real world information) evidence that they are, in fact, eligible to play for the team they're attempting to play for. If we end up with an awkward number of teams that does not lend itself to a reasonable, sustainable tournament structure, teams may, even if they've already been approved, be asked to participate in a play-in to secure their spot in the main event.

To make sure all interested parties have adequate time to talk to players, assemble a roster, prepare a proper submission, etc we are giving you all substantial notice that we will not be accepting roster submissions until Sunday August 23rd. We'll remind you all on that day that roster submissions are open. Roster submissions will be open for one week. Hosts may extend this if there are not enough teams/not enough interest at the end of this period, but it is our hope that because teams were given significant time to get ahead of things one week will suffice.

The Next Step-

Once the roster submission process has closed and we know the final number of teams we're working with, we will determine what tournament structure makes sense with that number of teams and finalize a plan as to how the tour will be run. We will update this section when the time comes.

Our final team count is 17. This is, being a prime number, an awkward number to work with for this kind of tour. We’ve been discussing at length what to do with whatever number of teams we end up with throughout the week and many options have been explored. We discussed play-ins, different configurations of groups, the inclusion of an 18th team and how that would potentially change the dynamic of the tour, etc. Ultimately we’ve decided to follow a format very close to the one used in the most recent POWC. Let me start out by explaining what exactly the format is before touching on how we got there.

-There will be no play-ins of any kind.

-17 teams, no groups. Effectively, you’re all one big group.

-Each team will have two opponents per week for four weeks (meaning you will each play against 8 of the 16 opposing teams in the first stage) before cutting to a more traditional 1v1 seeded top 8.

-In a playoff tiebreaker situation the team with the superior seed will choose two of the formats featured in this tournament (they may not choose one format to be played twice- the two formats must be different) and the team with the inferior seed will choose one format, followed by a traditional bo3 tiebreaker as seen in many other tours. If the two teams happen to pick an overlapping format, this is fine.

-For the entire duration of the tour, including playoffs, all matches will be best of 1, other than RBY which will be best of 3.

I’m sure for many of you upon reading “two opponents per week” your mind starts exploding and thinking it will be a total mess, it will be too much, etc. I sincerely understand where you’re coming from and frankly I had the same thoughts prior to the start of the event when I participated in POWC, which used a format nearly identical to this, as a player. One of my co-hosts, HSOWA, also participated in that tournament. I can tell you sincerely after actually experiencing it that the format works and it’s not nearly as messy or complicated as it may appear. Basically, you’re playing two different tournament games per week for a few weeks, which isn’t the end of the world, and then it just becomes a normal tour.

We also acknowledge that this solution, as with any of the other potential solutions, is imperfect. There are pros and cons to each approach and we know no matter what we’d chosen there will be people who prefer we’d chosen something else. Ultimately, we arrived here with a couple key things in mind-

-We did not feel there was a fair or objective way to choose teams for a play-in and we didn’t feel right about telling one team “everyone but you can play”.

-This way gets the tour done reasonably quickly- 4 weeks of stage 1 and then playoffs- and we are ultra paranoid about the length of the tour both to minimize burnout and activity issues and also to avoid repeating the ultra drawn out, ultra shit show WCoPP we had (prior to my leadership here, for the record) last year.

We simply ask that you come into this with an open mind and you trust us, as hosts, to do our jobs, part of which is to provide the participants with clarity over the course of the tour. We plan to post the pairings in a very clear way so there is absolutely no confusion as to who your opponents are in any given week. Likewise, we will do our best to keep the spreadsheet updated so everyone is clear as to where they stand.

As previously stated week 1 begins on Monday and we will need lineups sent in before then, specifically here on PP or via Discord to HSOWA. The full stage one schedule can be found in the spreadsheet!

We want to get in on record, before any matches have played, that results this year may heavily influence next year. It's a long while away and we will cross the bridge when we come to it, but if next year we decide to cap this tour at exactly 16 teams or whatever more agreeable number, the cut very well may be made solely based on performance this year. You've all been warned.

Week 2's matches were posted almost immediately and those who did not submit lineups were simply given the same lineups as the previous week by default. However, three teams sent their lineups to HSOWA as opposed to to me (it was specifically instructed to send them to me in the Discord WCoPP captain's chat, which you should all be in). As a one time courtesy, we've allowed the changes in the instances where no matches between the teams had already been played, so those three teams now have the lineups they intended to have (with proof that they sent to HSOWA before the deadline).

To be absolutely crystal clear-

1. ALL captains should be in the PP Discord server and in the captain's chat

2. Send your week 3 lineups to HSOWA

3. Send your week 4 lineups to CALLOUS

No further after the fact adjustments will be made.

We’ve received word that the Week 1 game that we ruled dead between Bleach and The Notorious BIG did in fact get played before the deadline but no one posted it. This is the first offense of North America in this event and as such the result of this match will be changed to a win for The Notorious BIG and North America has received a formal warning that their next failure to post a replay will result in that match’s outcome not being honored.

Both Germany and Europe will be issued warnings and their next missed replay result will not be honored.

Also, for ALL teams, there will be zero leeway regarding replays once the playoffs begin. Save and post the replay or the game didn't happen.

Those of you who already have a warning against you, or those with multiple offenses occurring simultaneously (listed above) should correct this situation by posting the replays you're missing immediately or prepare for the results to not be honored.

First of all, thank you to the many of you who took my warning about replays seriously and went back and dug up replays that you had saved somewhere but forgot to post. Almost all situations have now been resolved. Unfortunately, there are three remaining matches that haven't been and they are as follows-

Amir (Africa) vs. Profdesinnoh (France)
Mobe (Venezuela) vs. MetalGross (Europe)
Fakee (Venezuela) vs. Wait2Seconds (Europe)

Neither Africa nor France had a previous offense prior to this match so this result will be honored and Africa will receive a formal warning. Their next no replay win will not be honored.

In the next two games, Europe is involved twice and the European player won both games. Coming into the week Europe had no previous offenses. We are going to in this case take the first game that was played in real time (Mobe vs Metal) and treat that as the "first offense", therefore giving Europe a warning and allowing the result to stand with the understanding that their next no replay win will not be honored, and unfortunately that next no replay win is the other game (Fakee vs W2S). Metalgross will get credit for his win but Fakee vs W2S will be ruled a dead game.

Finally, I remind everyone once again that when the playoffs start (next round) there is no leeway whatsoever with replays, regardless of a lack of previous offenses. Post the replay when you post the win or the game didn't happen.
